BRC Consultancy and BRC Certification Support Across Saudi Arabia

Saudi Arabia’s food, beverage, packaging, cold-chain, warehousing and distribution sectors are growing rapidly, while retailers, brand owners, international customers and institutional buyers increasingly expect suppliers to demonstrate strong product-safety, legality, authenticity and quality controls. BRCGS certification is frequently used by organizations that need independent assurance of these controls for customer approval, export supply chains, private-label manufacturing or international procurement programs.

Qdot supports organizations seeking BRC consultancy in Saudi Arabia by translating BRCGS requirements into practical systems that work under real production and supply-chain conditions. Our consultants work with quality, food safety, production, engineering, maintenance, warehousing, procurement, HR and top management to establish responsibilities, procedures, records and operational controls that can be sustained after certification.

For organizations searching for BRC certification in Saudi Arabia, Qdot provides implementation and certification-readiness support. The formal BRCGS audit, certification decision and certificate are handled by a BRCGS-approved Certification Body.

Important: Qdot provides BRCGS implementation and certification-readiness support. The formal audit, certification decision and certificate are handled by a BRCGS-approved Certification Body.

BRC or BRCGS — What Is the Correct Name?

Many companies still search for “BRC certification” or “BRC Food Safety”, but the current brand is BRCGS. The acronym originally came from the British Retail Consortium, while the standards are now managed under the BRCGS brand. For SEO, this page deliberately uses both “BRC” and “BRCGS” because buyers may search either term.

For most food manufacturing, processing and packing sites, the relevant scheme is BRCGS Global Standard Food Safety. Other BRCGS standards may apply to packaging manufacturers, warehousing and distribution businesses, or non-manufacturing agents and brokers. Selecting the correct standard and certification scope is a critical first step.

Current BRCGS Food Safety Standard — Important 2026 Position

Current position — September 2026: BRCGS Global Standard Food Safety Issue 9 remains the active standard. BRCGS issued updated Food Safety position statements that became effective for audits from 10 August 2026. Food Safety Issue 10 is currently under development, with BRCGS indicating publication is planned for 2027.

Organizations starting a BRCGS project in Saudi Arabia during 2026 should implement Issue 9 and the current mandatory position statements rather than waiting for Issue 10. At the same time, the management system should be kept flexible so new Issue 10 requirements can be incorporated efficiently when the revised standard is published and its transition arrangements are announced.

Current BRCGS Standards, interpretation guidance, position statements and certification protocols should be checked for the applicable project because mandatory clarifications can be issued between full revisions.

Which BRCGS Standard Is Right for Your Organization?

BRCGS Food SafetyFor sites manufacturing, processing or packing food and food ingredients. This is the main focus of this page and the standard most people mean when searching “BRC Certification”.
BRCGS Packaging MaterialsFor manufacturers and converters of packaging materials, including food-contact and other packaging. Issue 7 is the current edition as of September 2026.
BRCGS Storage & DistributionFor logistics, warehousing and distribution operations handling food, packaging or consumer products. Issue 4 remains current.
BRCGS Agents & BrokersFor businesses that buy, sell or facilitate trade in food, packaging or consumer products but do not manufacture, process or store them at their own sites. Issue 3 remains current.

Qdot can help determine which standard applies to the site, legal entity and activities. Some groups may require more than one standard across different facilities or business units.

What Does BRCGS Food Safety Cover?

Qdot BRCGS Implementation Methodology

Qdot’s methodology is designed to move an organization from initial gap assessment to sustainable certification readiness while keeping the system proportionate to site size, products, processes, risk profile and customer requirements.

Scope & Standard Selection

Confirm site activities, products, processes, customer requirements and the correct BRCGS standard. Define the proposed certification scope and exclusions carefully.

Gap Assessment

Assess the current system against BRCGS requirements and current position statements. Identify critical, major and systemic gaps before document development begins.

Food-Safety Team & Governance

Define responsibilities, management commitment, food-safety team competence, reporting lines, objectives and review mechanisms.

HACCP Review

Establish or review the HACCP study, product descriptions, intended use, process flow, hazard analysis, control measures, CCPs, critical limits, validation and verification.

PRPs & Site Standards

Strengthen buildings, utilities, zoning, cleaning, pest control, maintenance, foreign-body controls, chemical control, personnel hygiene and other prerequisite programs.

Food Safety & Quality Management System

Develop or improve policies, procedures, specifications, document control, record control, supplier approval, traceability, complaint handling and corrective-action systems.

Product & Process Controls

Implement controls for allergens, labeling, recipes, process parameters, weights, rework, release, laboratory testing, equipment, calibration and change management.

Food Defense & Food Fraud

Complete threat assessment, vulnerability assessment and proportional mitigation plans for intentional contamination, substitution, adulteration and fraud.

Culture & Competence

Establish food-safety and quality culture activities, training plans, awareness, communication, employee engagement and measurable improvement actions.

Internal Audit & Site Inspection

Implement risk-based internal audits, hygiene/site inspections, trend analysis, root-cause investigation and corrective-action verification.

Management Review & Mock Audit

Complete management review, KPI evaluation, mock traceability/recall, mock BRCGS audit and closure of findings.

Certification Audit Readiness

Support selection of a BRCGS-approved Certification Body, audit scheduling, evidence preparation, team coaching and closure of certification-audit nonconformities.

Core BRCGS Food Safety Requirements

Senior Management Commitment

BRCGS places strong emphasis on visible senior-management leadership. The site should demonstrate that food safety and quality are business priorities through objectives, resources, meetings, corrective actions, culture activities and accountability. A policy alone is not enough; auditors expect evidence that leadership is engaged in system performance and improvement.

HACCP and Food-Safety Plan

The HACCP plan is central to BRCGS Food Safety. Qdot can support hazard analysis, process-flow verification, CCP/OPRP-style control logic where appropriate, validation of control measures, verification, corrective actions and review after changes. HACCP should be connected to actual process controls rather than existing as a separate document.

Site Standards, Hygiene and Housekeeping

BRCGS audits examine the physical condition and hygiene of the site in detail. Facilities should be designed, maintained and operated to prevent contamination and protect product integrity. Common focus areas include building fabric, drainage, water, air, cleaning, pest control, waste, lighting, glass/brittle materials, chemicals, zoning, employee facilities and equipment condition.

BRCGS published 2025–26 audit data highlighting housekeeping and hygiene among commonly raised findings globally, reinforcing the importance of disciplined daily implementation rather than audit-only preparation.

Supplier Approval and Raw-Material Risk Management

Organizations should risk-assess raw materials and suppliers and define appropriate approval, monitoring and verification controls. Depending on risk, this can include questionnaires, certificates, audits, specifications, COAs, testing, supplier performance review and enhanced controls for higher-risk materials or countries of origin.

Food Fraud and Authenticity

A food-fraud vulnerability assessment should consider ingredient history, economic motivation, supply-chain complexity, detectability, substitution risk, authenticity claims and supplier controls. Mitigation measures should be proportionate and reviewed when market conditions, suppliers or ingredients change.

Food Defense

Food defense addresses intentional malicious contamination or sabotage. A threat assessment should identify vulnerabilities, access points, sensitive areas, personnel risks and appropriate controls. Practical measures can include restricted access, visitor management, contractor control, CCTV, security checks, tamper-evident controls and incident escalation.

Allergen Management

Where allergens are relevant, the site should control supplier information, receipt, storage, segregation, production scheduling, rework, cleaning, changeover, labeling, validation and verification. Allergen controls should be integrated with HACCP, specifications, label approval and complaint management.

Traceability, Withdrawal and Recall

BRCGS requires effective traceability from raw materials and packaging through production to finished-product dispatch. Qdot can support coding systems, mass-balance exercises, supplier/customer traceability, mock recalls, decision trees, communication responsibilities and effectiveness reviews.

Product Safety & Quality Culture

Food-safety and quality culture should be planned, communicated and measured. The site should demonstrate leadership, employee awareness, reporting mechanisms, learning from incidents, behavioral reinforcement and improvement activities. Qdot can help convert culture expectations into measurable site actions rather than generic posters or slogans.

Internal Audits and Site Inspections

The internal audit program should cover the full BRCGS system at an appropriate frequency, use competent auditors and drive effective corrective action. Site inspections should challenge hygiene, infrastructure, practices and operational controls. Repeat findings should trigger deeper root-cause analysis rather than repeated superficial corrections.

Root Cause, Corrective Action and Continual Improvement

Nonconformities, complaints, incidents, audit findings and trend data should lead to proportionate root-cause analysis and corrective action. Qdot can help build CAPA methods that distinguish immediate correction from systemic corrective action and verify effectiveness after implementation.

BRC Certification in Saudi Arabia — How the Process Works

Companies searching for BRC Certification in Saudi Arabia should understand that BRCGS certificates can only be issued by BRCGS-approved Certification Bodies. BRCGS states that an independent auditor cannot issue a BRCGS certificate and that any entity not listed as an approved Certification Body is not authorized to issue certificates referencing BRCGS standards.

  1. Confirm the applicable BRCGS standard and certification scope.
  2. Obtain the current Standard, interpretation guidance and relevant position statements.
  3. Complete implementation, training and operating records.
  4. Perform internal audits, site inspections, traceability tests and management review.
  5. Use the BRCGS self-assessment checklist and close identified gaps.
  6. Select a BRCGS-approved Certification Body from the BRCGS Directory.
  7. Schedule the audit in accordance with the applicable audit protocol and certification cycle.
  8. Complete the on-site audit and provide evidence for closure of nonconformities within the required timescale.
  9. The Certification Body independently reviews the audit report and corrective actions and approves or declines certification.
  10. If approved, the certificate is issued by the Certification Body and certification data is registered in the BRCGS system/Directory.
  11. Maintain the system between audits and prepare for announced or unannounced audit requirements applicable to the scheme.

Qdot provides consultancy, implementation, internal audit, mock audit and certification-readiness support. The BRCGS certificate is issued only by a BRCGS-approved Certification Body.

Saudi Arabia Regulatory & Market Context

BRCGS Does Not Replace SFDA Requirements

BRCGS certification is a voluntary third-party certification scheme and does not replace Saudi Food and Drug Authority licensing, registration, inspections, food-hygiene requirements, labeling rules or other statutory obligations. Saudi food and water factories are also subject to SFDA requirements, including the active circular requiring HACCP implementation across food and water factories in the Kingdom.

A strong BRCGS system can help organize HACCP, hygiene, traceability, supplier controls, corrective action and other practices that support regulatory compliance, but certification should never be marketed as regulatory approval.

Why BRCGS Can Matter for Saudi Exporters and Private-Label Suppliers

Saudi manufacturers supplying multinational buyers, export markets, private-label programs, airline catering supply chains, hotel groups, retailers or brand owners may encounter BRCGS as a customer requirement or supplier-approval preference. Certification can provide a standardized assurance framework that reduces the need for multiple customer-specific audits, although individual customer requirements may still apply.

Industry Applications

Food Manufacturing & Processing

Dairy, bakery, meat, poultry, seafood, ready meals, confectionery, snacks, sauces, oils, frozen foods, canned products and other processed-food facilities can use BRCGS Food Safety to structure product-safety, quality and legality controls.

Beverage & Bottled Water

Water, juices, soft drinks, concentrates and beverage plants can integrate HACCP, utilities, hygiene, microbiological controls, packaging, traceability and laboratory verification under BRCGS.

Ingredients & Raw Materials

Ingredient manufacturers should emphasize supplier/raw-material risk, allergen and authenticity controls, contamination prevention, specifications, testing and customer requirements.

Food-Contact Packaging

Packaging manufacturers may be better aligned with BRCGS Packaging Materials Issue 7 rather than Food Safety. Qdot can help identify the correct scope and prepare the site accordingly.

Cold Stores, Warehousing & Distribution

Operations whose primary activities are storage, distribution and logistics may require BRCGS Storage & Distribution Issue 4 rather than Food Safety.

Agents, Brokers & Traders

Non-manufacturing businesses that buy, sell or facilitate trade without manufacturing, processing or storing products at their own sites may be candidates for BRCGS Agents & Brokers Issue 3.

Catering and Food Service Supply Chains

Central kitchens or manufacturing-style food production facilities should first confirm whether BRCGS Food Safety is the correct scheme for their operational model and customer requirements.

Multi-Site Groups

Groups operating multiple factories, warehouses or business units may need separate site certification or different BRCGS standards by site. Scope and certification strategy should be established before implementation.

BRCGS Food Safety Issue 9 — Key Implementation Themes

Management CommitmentLeadership, objectives, resources, meetings, policy, continual improvement and accountability.
HACCPHazard analysis, validation, verification, CCP controls, flow diagrams and review after changes.
Food Safety & Quality SystemDocument control, records, specifications, supplier approval, traceability, complaints, CAPA and internal audit.
Site StandardsBuildings, utilities, maintenance, hygiene, pest control, security, waste, foreign-body and chemical controls.
Product ControlAllergens, authenticity, testing, product inspection, labeling and claims.
Process ControlRecipes, process parameters, calibration, quantity/weight control, release and change control.
PersonnelTraining, competence, hygiene, protective clothing and health requirements.
CultureMeasured food-safety and quality culture plan, communication and employee engagement.
Food Fraud & Food DefenseRisk assessments and proportionate mitigation/control plans.

Audit Preparation & Common Risk Areas

A successful BRCGS audit depends on the consistency between documented procedures, records and what auditors observe on the production floor. Qdot focuses heavily on implementation evidence and site discipline rather than document volume alone.

  • Housekeeping and hygiene consistency across difficult-to-access and low-frequency areas.
  • Preventive maintenance and condition of food-contact or product-zone equipment.
  • Allergen segregation, changeover and cleaning validation.
  • Raw-material supplier approval and authenticity risk.
  • Traceability and mass-balance accuracy.
  • Label/packaging approval and control of obsolete materials.
  • Foreign-body controls and inspection device verification.
  • Calibration and measurement control.
  • Root cause and effectiveness of corrective actions.
  • Food-safety culture evidence beyond training attendance.
  • Internal audit depth and independence.
  • Consistency of practices across shifts and temporary staff.

BRC Certification Timeline and Cost Factors

There is no universal BRCGS certification timeline or price. Project duration and audit cost depend on the selected BRCGS standard, product category, site size, number of employees, number of HACCP plans, process complexity, audit duration, shifts, existing maturity, customer deadlines and Certification Body pricing.

A relatively mature site may reach audit readiness quickly, while a new or poorly controlled operation may require significant facility, hygiene, documentation, training and process improvements before certification. Qdot recommends completing a detailed gap assessment before committing to a certification date.

Certification Body fees are separate from Qdot’s consultancy fees and should be obtained directly from BRCGS-approved Certification Bodies.

BRCGS vs FSSC 22000 vs ISO 22000 vs HACCP

HACCPFood-safety hazard analysis and control methodology. It is a core foundation but not equivalent to a complete BRCGS certification system.
ISO 22000International Food Safety Management System standard combining management-system requirements and HACCP principles.
FSSC 22000Certification scheme combining ISO 22000, sector-specific PRPs and FSSC additional requirements.
BRCGS Food SafetyPrescriptive site certification standard covering product safety, integrity, legality, quality and detailed operational controls for food manufacturing, processing and packing sites.

The right choice should be based on customer requirements, target markets, products, site activities and existing systems. Some organizations maintain more than one certification where customers or markets require it, but duplication should be minimized through an integrated management approach.

Why Choose Qdot for BRC Consultancy in Saudi Arabia?
